Get the pending group application count

Count group applications submitted after a specified time that the current user needs to process.

time is the starting point for the count.

When the Promise resolves, data is the number of applications submitted after that time that the current user needs to process. This value is independent of the badge count displayed at the group application entry point. Reading the count does not trigger an application event.
